CONCORD, CA — The Pulse of Concord is an independent survey started in 2009 by Edi Birsan to initiate a review and discussion of local perspectives in and around Concord’s issues. Since becoming a City Councilmember in 2012 he has continued its independent approach and focus on what touches us locally.
