Concord City Council candidate nomination forms available for Nov. 3 election

Candidates for City Council seats in Districts 2 and 4 can pick up papers by appointment July 13 – Aug. 7

Nomination papers for seats on the Concord City Council in Districts 2 and 4 available by appointment starting Monday, July 13.

Because the City of Concord has declared a local state of emergency due to COVID-19 and City Hall is closed to the public, candidates must make an appointment with City Clerk Joelle Fockler prior to picking up papers to review the filing process. Please call her at (925) 671-3390 to schedule an appointment.

To be eligible to run for these offices, a candidate must be at least 18 years of age, a citizen of the United States, and a resident and registered voter in either District 2 or District 4.

Nomination papers must be filed with the City Clerk in person no later than 5 p.m. on Friday, Aug. 7.

In November 2018, Concord voters participated in the City’s first district-based election, when three City Council seats were up for election in Districts 1, 3 and 5.

City Council seats in Districts 2 (Carlyn Obringer) and 4 (Edi Birsan) are up for election Nov. 3. Both incumbents are expected to file for reelection. Obringer recently held a fundraiser.

Birsan was first elected to the council in 2012, was reelected four years later and served as mayor in 2018. Obringer is completing her first term on the council and was mayor in 2019.
