City of Concord seeking proposals for historic adobe

The city of Concord, CA, will host a tour of the Don Fernando Pacheco Adobe at 9 a.m. March 13 as part of efforts to restore the historic site.

The 1844 adobe, at 3119 Grant St., is listed by the National Register of Historic Places and the California State Parks Office of Historic Preservation.

The city acquired it from Contra Costa County in 1979. The Contra Costa Horsemen’s Association’s lease on the property ended in October, and now the city hopes to revitalize the landmark.

Interested parties can submit a Request for Proposal (RFP) to rehabilitate, adaptively reuse and manage the adobe and the surrounding property. According to Justin Ezell, director of Public Works, the city is open to a mix of public and private uses.

Allowed uses for the five-acre site include meeting facilities, adult day care, boarding/kennel and commercial recreation. Any proposal for the exterior or interior of the adobe must be consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

Written questions can be submitted until 5 p.m. March 27 to Justin.Ezell@cityofconcord.org. All questions and responses will be posted on the city website.

RFPs are due by 3 p.m. April 24. After reviewing the RFPs and selecting a proposal, the city will enter into an Exclusive Negotiations Agreement (ENA) and develop a Lease Disposition and Development Agreement (LDDA) for the project.
